Hello,
I photographed this Nematocera (there were a few of them) on 17.3.18 on a wall of a house surrounded by a forest, a meadow and a nearby lake. Location: Fanel, Bern, Switzerland.
Help for ID would be appreceated.

Any more pictures? Genitalia look like Chironominae.

Tribe Chironomini. A few genera (Sergentia and Chironomus at least) match this general apperance.
