Northern Germany, Niedersachsen, Langendorf bei Dannenberg (Oberelbe), uncultivated field at a flower of Senecio jacobaea, 29th of April 2017, (Photos: kuv). Sorry, no idea B) Please help to get the ID.

Indeed (locality excludes other Phasia subg. Hyalomyia species).
