Could the victim in the photo be a Hydrotaea borussica?
Mid Sweden July 20 2017.

Any idea what caught it?

Looks like family Crabronidae. Some catch flies and store them for larval wasps to eat.

A typical hunter on medium-size Muscid is Oxybelus. I observed it hunting on Gymnodia flexa and Musca sorbens (https://diptera.info/forum/viewthread.php?forum_id=5&thread_id=3604). Thus, H. borussica too. Oxybelus is confirmed by expert: A. Antropov

Thanks for info on the wasp. Its probably Oxybelus uniglumis since almost all Oxybelus reported in Sweden belong to this species (and only one I have myself seen). An alternative could be O. mandibularis.

Oxybelus uniglumis (Linnaeus, 1758) is confirmed by A. Antropov
