I think it belongs to subfamily Ceratopogoninae. The halteres are visible just below where the mid legs and wing intersect. Can you post a picture of the rest of it?

The horns are huge tegulae, basal sclerites of the wing

Definitely Ceratopogoninae. I'll try to find a genus name.

Calyptopogon cf. gibbosus (Wiedemann, 1824)

Some new species were described in 1995 and I do not have the paper:
Saha, N.C., S. Sinha, S.K. Das Gupta and S. Sarkar. 1995. The Calyptopogon species (Ceratopogonidae, Diptera) from India. Journal of the Bengal Natural History Society 14:29-34

Please submit to gallery.

I did... It isn't appearing.. yet.
I had to downsize the image from 3000px wide to 1800px wide.

Thanks.

Sybmitted images need to be placed in their albums manually and it may last a while till I find the time to so that. I have my own 'backdoor' and can attach attachments from the forum to the Gallery. I just added both your king-size images. ;)
