Bad pictures, i know (lively fly, windy day), but I wonder if enough is visible here to confirm this as Solieria fenestrata? I think I can see: long tarsal claws, no outer orbitals, thickened palps with dark tip.

3 July 2015; South Essex, England; scrub / grazing marsh; on Heracleum flowers.
