I think I’ve keyed this one out to be a male
Coboldia fuscipes using The Manual of the Nearctic Diptera but would appreciate having someone with more expertise weighing in on the ID. Thank in advance for the help

body length: ~2mm
environment: semi-urban, treed office park w/a small stream and pond in Maryland, USA. Deer in the area but no other large mammals except the denizens of the offices
(I have an image of the spatulate process at the apex of the abdomen but it won't upload despite conforming to file size limits and file naming rules)
