I don't see the tibial ornaments of either genus (are they sometimes reduced in males?). Crossvein r-m is about equal to the base of Rs, as typical of Bibio, and the strong stigma is also a more Bibio-like feature.

I don't see anything on the tibia. No spur either.
The fly seems pretty bald, which is an indication for Dilophus. Moreover, the tibiae are black, which is unusual, but not unheard of, in small Bibio.

That is why I questioned Bibio.
