I don't think it is P. halterata, which has 3 post dc and pubescent arista.
I think to a female Hebecnema nigra (I can't see any Phaonia bristle), but I'm bothered because it seems to have a long prealar (and prst acr ?). Very difficult to see.
If really so, it would be something else, but I can't see what.
