I photographed this fly near "Lago Nero" in Susa Valley, Piedmont (Italy) at 2000 mt above sea level, on August 8th 2016. is it identifiable?

As the wing venation is not visible, it 's hard to tell something. However, if I had to bet on it, I'd say it looks very like a Drymeia species (Muscidae).
