Not a heleomyzid that I recognise - could it be
Odinia (Odiniidae)?

My guess is female of Anthomyia punctipennis Wiedemann, 1830

It is not
Anthomyia punctipennis, which has more wing spots, but it could be in the same species group. Is this fly from South America?

If it is related to
Anthomyia punctipennis it is likely to be an undescribed species. A starting point is this paper:
Albuquerque, D. de O. 1952. Sôbre "Hylemyioide" Albuquerque, 1949, com descrição de espécies novas (Diptera, Muscidae, Anthomyiinae). Rev. Bras. Biol. 12:25-31.
(Reference not seen, cited in Griffiths' revision of Nearctic
Anthomyia.)
