I think one of the tabida species group and with the lower occiput with some pale yellowish hairs, I think it could be
Pegomya pulchripes /tabida....
According to Ackland,
P. pulchripes often has brownish patch at apices of mid and hind femora, but to be 100% sure, you have to prepare the genitals.
