When I look at the hindtibia, I only see one av seta, which should be 2 or more, but I don't know any other female species in Pegomya with the last segment of the abdomen yellowish.
So I think the second av seta could be broken or flat.
The other characters do fit, so I think we could indeed say it is Pegomya haemorrhoum
