Sometimes they can! Your earlier specimen has lost most of it's scales, which is why I said "probably". The recent specimen is much fresher, but the tergites are not clearly visible, which is why I said "I think". ;)
Identifying mosquitoes from photos is not an exact science, and I'd be the first to admit I make mistakes. If you can collect the specimens you photograph, then we have a better chance of naming them with confidence.
