Well, to me it looks like Ph. obesa.
The dusting on thorax is quite different from that in the pic on the homepage (which is a male aurigera): grey and more extended

I agree with Theo - the dusting colour is wrong and the size is also wrong - this fly is tiny compared to the umbellifer flowers but I believe
P.aurigera is more similar in size to
P.hemiptera.
