I think Ramonda spathulata. The long, downward curved bristles on the face (outside of the facial ridge) are often found in tribe Voriini.

That is a correct identification !
Usually, the tribe Wagneriini is separated from Voriini (unless I missed something ?), though they are clearly related.

Voriini includes Wagneriini, Thelaira, and Campylocheta in the Canadian classification. See the "Classification" section on page 23 of Annotated Catalogue of the Tachinidae (Insecta, Diptera) of the Afrotropical Region, with the description of seven new genera (O'Hara and Cerretti 2016; ZooKeys 575).

Yes, I did not digest that totally.
But I think it makes sense, so no objections.
It is simply a matter of splitting level, I think everybody agrees that the 'Wagneriini' form a monophyletic group.
