Is it possible to tell the species of this male?

This is a female. The sharp-tipped organ at tip of abdomen is an ovipositor.

Why not? For faunaeur.org it flies, and features are of Pipunculus

This is a female Pipunculus varipes auct. nec Meigen, 1824. The currently accepted name being Pipunculus violovitshi Kuznetzov, 1991. Published Finnish records are from N and Ta.
