The bristles on the hind edge of the mesopleuron lead to Scoliocentra dupliciseta in the keys.

But compared with http://www.diptera.info/forum/viewthread.php?forum_id=5&thread_id=29032
the genitalia look more like those of Heleomyza serrata.
