Hello Black,
It's a species of Eumerus, but after that it is very difficult to ID it to species from a picture. There are a lot of species in this genus, and especially the females (and this is a female) are difficult to separate!

Looks like a Pipizella (viduata) to me.

Black, don't mind the name Eumerus, I got confused with indeed Pipizella! :(
The rest of the comment stays the same, but it could indeed be P. viduata, although for your region there could be more species that look like this!
