no, the sternite are the plates on the underside of the abdomen, the first sternite is small and is impossible to see on this pic. So the second one is the all black one, the 3d one is the one 1/4 yellow and 3/4 black.
It is a female because the eyes are clearly seperated on the top side. Males have the eyes bigger so on the upperside of the head, the eyes reach each other. This is so for the most of the syrphids. Also on this pic you should probably see the asymetric shape of the genitalia on the end of a male abdomen.
