These were actively flying in and out of a pile of birch logs on heathland yesterday in East Yorkshire, UK. Am I anywhere close with Orfelia nigricornis?

I agree with Orfeliini.

Orfelia should have "branches of M and CuA bare above" and "tibia with about 6 rows of setae much more closely set than others, appearing as conspicuous black lines." If your fly has both characters other genera should be ruled out.
