Chlorotabanus never have a dorsal projection on the basal flagellomere complex on the antenna.

This is Rhabdotylus sp. (sometimes put as a subgenus of Stibasoma). Cryptotylus is also very similar but I'm pretty sure it's not that. Females are much easier to identify because the frontal callus is very different in those genera.
