This female definitely belongs to the plumbicincta group. I've checked some specimens from North Thailand that I was able to find quickly (2 males, 1 female, wing length 14.5-16 mm, collected in Chiang Rai and Mae Hong Son Provinces, April-May, 2013) and doubt it's plumbicincta although many important details are not visible. First, flagellum appears to be dark (in plumbicincta it's yellow with only distal flagellomeres darkened). Then, costal border is apparently dark (extensively yellow in plumbicincta). Finally, abdominal pattern is off, represented by usual silvery-lead bands in plumbicincta instead of evident lateral stripes in this insect. Another good candidate, H. (E.) trimaculata (Edwards, 1921; Assam), in type female has ''abdomen velvet-black, without shining bands, but with large pearly-white lateral basal spots on tergites 4-6'', which is not the case here. It also could be H. (E.) bazini (Edwards, 1926; Vietnam) in which description it's mentioned that female has ''lateral patches only'' on tergites 3-6.
