It's a male of Dolichopus simplex. The name, simplex, is well chosen: the males of this species lack the modifications seen in most other species of the genus. Typical characters for simplex visible in the pic include pale postocular finge, pale legs with single preapical setae, simple costa and the color of antennae: 1st segment all yellow, 2nd mostly black with yellow at base & in middle, 3rd segment all black.
