I take the photo on 19 June 2011 Kokkola, Finland.
Size 20mm.

I first thought about T vernalis, but in some detail it doesn't fit, so i don't know, maybe a specie i don't know, or a strange vernalis (or i'm just wrong):|

This is Prionocera, species is most likely P. turcica (large species, sides of rostrum [near the distal end] are light (i.e. not totally infuscated). Very common in swamps, marshes and fens in Finland.
