Not easy to see but maybe Piophilidae, as these have some genera with tubercles on the scutellum. What I can see is not really ion conflict with that family but I am open to other suggestions. After all, there is quite a lot of funny stuff out there.

I should stay out of Acalyptratae, but the front femora look a bit like Ochtera mantis, don't they ?
so could it be related ??

Raptorial front legs, certainly, but not an ephydrid.
It's Centrioncus, in Diopsidae, and is "aberrant" in that family by having a normal head, rather than widely spaced antennae and eye-stalks. The raptorial front legs and long scutellar tubercles are typical for the family. I understand that there are quite a few South African species of this genus.
