I am sorry to say this, but this could be P. ornata as well as P. boletina. They differ in coloration of pedicel and in number of npl bristles, which are not clearly visible from this picture.
I have to say in this place, that determination of males Platypezidae is not so easy as it could seems and I recommend to always use a comparative collection or do a revision of material by some specialist. The genitalic structure is good to investigate to be sure.

Yes and you are true, this is not picta, because of the wing color.
