This is either
Chlorops or
Thaumatomyia. I'd vote for
Chlorops, because:
Thaumatomyia: scutellum flat and gena about half as wide as the third antennal segment is deep (lateral shots of the head are important to show the narrow gena);
Chlorops: scutellum rounded with no rim, gena wider related to width of third antennal segment, body usually less shiny and more dusted.
