I would call this Cecidomyiidae. in GB we have two species on
Tanacetum Rhopalomyia tanaceticola (Karsch, 1879) gall in leaf axil and
Ozirhincus tanaceti (Kieffer, 1889) in achene, so likely to be latter, unless there are other species in Sweden.
