The British species of Epicypta do not have the femora darkened like this; Platurocypta has these formora darkened dorsally and has costa extending beyond the tip of R5 (which I don't think is the case here). Zygomyia has two strong ventral setae on the mid tibiae but here I only see one small. That would lead to Sceptonia.
