yes I'm quite sure it's Clogmia albipuctata. In fact the majority of Psychodidae pictures on the web seem to be this species because it's photogenic and much larger than the inconspicuous Psychoda species that are equally common around buildings.

In the netherlands I've located so far only one fuinding from the northern part of our little country, but tens of finding from south/ western part.
