My best guess would be Toxoneura quinquemaculata (or Palloptera quinquemaculata), but I'm not at all sure. The ovipositor should be broad, but you can only see the tip; the space below the eye should be high, but that is difficult to see.
I'm looking forward to hear the opinion of Andrey Ozerov.
