Moscow region, 15 june, 6-7mm.
Fly wasn't collected, venation isn't visible, so few hope, but nevertheless...

Well, not much to go on ... but I'll take a guess at
Voria ruralis, based on: a pale face; no facial-ridge bristles; few facial bristles; but mainly the strong, downward-curving lower facial bristle. B)
