I would start with the 2 modern works:
* The Central European Key (Tschorsnig & Herting, 1994), available in English from my website but doesn't really cover the south of Europe
* The Palaearctic key (Tschorsnig & Richter) in the Manual of Palaearctic Diptera, which will take you to genus

Theo might know some more :)
