Wing length 3.0 mm. Some genera have such strong bristles along the wing margin, but I have no knowledge at all about this familly. Someone who knows more? (The upper insect is Psychoda alternata.)

Compare
Megaselia hortensis (the bristles on the wing look similar and femora seem to be yellow.

It was available as PDF from here: www.royensoc.co.uk/publications/index.htm
But it's no more downloadable now.
Perhaps this could help:

With a wing length of 3.0 mm my one is bigger than hortensis on those pictures. The genus will be correct, but it's a genus rich in species!

The needed details to ID Phoridae are so small that it will be difficult to bring this one further in my opinion. Especially the hairs on the basal thick veins and the minuscule hairs on the legs, but I do agree the costal wing hairs look quite long :)
It does not look like an obvious Megaselia to me.
