Helina sp. do not have naked eyes per se: e.g. H. evecta: "eyes densely haired in both sexes" from Gregor, Rozkošný, Barták, Vaňhara (2016): Manual CE Muscidae
On P. tuguriorum: are the basal segments of the antenna reddish yellow?
And a black mid-line between the fronto-orbital plates should be visible.
