Well, difficult to see the details, but based on wing venation it would be Keroplatidae.


I'd like to disagree with Paul. Maybe the venation looks quite similar, but insect itself is not of "mycetophiloid" habitus. So I think it is Ceratopogonidae ;) There are many Ceratopogonids in Baltic amber and they are usual inclutions.
