Hi,

It is a male Pipizella. Generally speaking ID is not possible without examining of the genitalia. Luckily you only have a few species (virens, viduata & certa I think) and it looks like this specimen has a very short eye contiguity(?). If so, it could be a tentative candidate for Pipizella certa.

Better pictures or a collected specimens are needed for a more definitve ID I would say,
