Eric thank you. There where many Phazia barbifrons, and only once I've met this fly; it escaped before I could get a good shot, alas.

It is actually Ph. aurulans.
Check the oattern on thorax and the projecting mouth margin.
Moreover, climate change is hitting in severely, but Pskov is still a bit northern for aurigera
