Following the previous key, I see :

1. Male genitalia without an envelope covering entire aedeagus
2. Wing with two radial cells
3. Clypeus not divided into separate sclerites => Dicryptoscena

then :

1. Fifth palpal segment as long as fourth palpal segment, with single row of long setae

2. Gonostylus with slender apex

3. ???

I am hesitating between Dasyhelea notata and lucida/stellata, but my preference goes to the description of male notata ...

Althought there are two other european species not in this key : D. fulvosa REMM and D. kurensis REMM ... so ?

EDIT : in this paper, it is said that
D. fulvosa is present from Czech Republic and Azerbaijan.
Dasyhelea kurensis is present from Ukraine (Crimea), Romania, Azerbaijan.
