Hello,

Symphyta do not have a "wasp waist" and far less antennae segments. It belongs to the Ichneumonoidea, most probably Braconidae.

If you look at Pamphilius betulae, the only resemblance is the colours. And Pamphiliidae (and all Symphyta) do not have such a long ovipositor.
