Ukraine, Rivne region, on June 4.
I'm guessing it could be Hybomitra ciurea because the bases of the antennae look pink, but I don't see any orange tints on the fourth tergite...

The extend of yellow spot on tergites is variable. This one is less typical, but should be OK.
Please note that the current valid name is solstitialis (Meigen nec Lyneborg).
I checked Meigen's type in Paris.
