That placement is normal in
Cylindromyia. In Tachinidae discal bristles are never or nearly never present on a segment without marginal bristles. I can not say how much of this is insect physiology and how much of this is human psychology ("we'll call this pair marginal even though they are not on the margin of the tergite").
