Also this fly, I found near the small garden pond. Does it also belong to Dolichpodidae? Is it possible to identify it?

Yes, it's Dolichopodidae, but the hind basitarsis does not have dorsal bristles, so it's not Dolichopus. Possibly Gymnopternus or similar, but wait for an expert opinion.
