I have never heard of Emporomyia. Looking it up in the world checklist, it belongs to tribe Ernestiini which is usually characterized by conspicuously hairy eyes, crossvein m-cu meeting M close to the bend, a long pedicel (and often broad postpedicel), and a projecting chin. I think your fly belongs to the Exoristinae or possibly one of the tribes of small Tachininae.
