My first impression was Anticheta too. But I incline to Pteromicra.
It is not A. brevipennis, wings are not shortened.
A. atriseta has base of arista thickened, it may looks like postpedicel is partly black
(see https://diptera.info/forum/viewthread.php?forum_id=5&thread_id=60372).
But A. atriseta has fore tarsi entirely black.
This fly has yellow tar1-5 and tar1-4.
Frons may look shiny in Pteromicra as well.
