Another Extremadura fly this time with clear knee pads. About 5 mm, not measured, calculated. The habitat is dehesa with lots of broom in flower. Trujillo, Extremadura, Western Spain.

Looks like a female Phytomyzinae. Lots of species with similar colouration, so we may not be able to take it further from a photo.
Just noticed that it was on
Digitalis - if it was on its host plant, then it may well be
Napomyza scrophulariae

Phytomyza digitalis. The fly in the photo could be
Phytomyza (veins crowded towards front of wing, costa ending at R4+5, dm-cu retracted or absent).
