I don't have any intelligent (or otherwise :o) guesses to make about this one.

The pattern on the thorax is very distinctive,
it should be Anthomyia (Anthomyiidae, near Muscidae)
A. pluvialis being the best known species

Just think, I had actually written Anthomyiidae then lost courage!! Thanks, Sarah
