I can not tell beyond genus
Dasyhelea.
D. bilineata has long third palpomere (visible here), antenna ratio very close to 1.0 (possibly larger here), legs usually with dark bands, scutellum with 10-12 bristles (possibly fewer here), wing length 1.6-1.8 mm (no scale bar here).

Here some more aspects - the antennal ratio is now hard to show, so I left it out.
Legs rather dark with yellow rings
Tip of last flagellomere with pin-like tip
Around 12 scutellar bristles
Wing length: obviously need a finer scale, maybe around1.8mm
Wing seems to have two radial cells (or is this open?)
So, I feel good with Subgenus Dasyhelea, and in particular
D. bilineata, but the wing confuses me...
Any more comments highly appreciated
