I would tell Cecidomyiidae, but how about the locality/habitat?

Not an aphid I think - only one pair of wings, no siphunculi... I cannot exclude a male of Coccoidea, but I am still more for a cecidomyiid.
Hope that sombody will be sure at least about the order.
