I am confused. It looks like a Chrysomyini, like Phormia terranovae. However, the lower calypter is strongly infuscated and the upper is white, which is not a combination that occurs in Chrysomyiini.
.... ? so a very weird Bellardia ?? Hard to believe

What about Protocalliphora azurea? Some of the males I find in my garden are of similar colour and the wings are not held in the Bellardia (or Calliphora...) fashion.
